Defense Contract Management Agency Lead Quality Assurance Specialist (Deployable) in Amityville, New York

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. Additional vacancies may be filled from this announcement Responsibilities Serves as a team leader for a quality assurance team, assigning work, providing feedback, checking progress, arranging training for team members, and providing input to supervisor. Reviews contracts to identify specification requirements needed from contractors. Communicates with contractors to ensure contractual compliance of contractor processes. Assesses contractor/subcontractor/vendor quality assurance controls; then adjusts product audits. Creates risk management program to mitigate the Government?s risk by analyzing data/contractual requirements, preparing surveillance plans, and addressing specific customer/Organizational requirements. Evaluates supplier quality systems using data validation, post-award first article meetings, and supplier?s test reports. Then recommends dis/approval to contracting officers. Evaluates supplier?s responses to quality issues and requests corrections. Retains relevant data, correspondence, audits, etc. Conducts pre-award surveys and reports findings; the provides technical support to the customer, which may include post-award meetings and other planning activities. Accepts products/services and authorizes delivery on behalf of the Government and in conformance with contractual/quality requirements. Resolves technical/contractual concerns and suggests methods for improvement. Requirements Conditions of Employment Qualifications To qualify for a Lead Quality Assurance Specialist position, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements, including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Reviewing contracts/technical data to identify specification requirements for contractor processes. Creating risk management programs to mitigate risk to the Government. Education Substitution of education may not be used in lieu of specialized experience for this grade level. Additional Information This is a permanent GS-12 position. Upon deployment overseas, the employee will be temporarily promoted to the GS-13 grade level, if eligible, for the duration of the deployment. Upon return to CONUS the employee will be changed to lower grade to the permanent grade level. If you do not meet the Time in Grade or Specialized experience for the temporary promotion, you will deploy at the lower grade level, GS-12. Once the four year commitment is successfully met you will be placed into a non-deployable position in the CMO for which you were hired at the permanent GS-12 grade level. This position is designated as Emergency-Essential (E-E). In the event of a crisis situation, incumbent will be subject to deployment on a TDY basis to overseas duty location(s) to perform assigned duties particular to the deployment. Failure to deploy when required and/or meet the medical requirements of deployment status may result in separation from Federal Service. Tour of Duty: Schedule tour of duty will require evenings, weekends and holiday work hours, and overtime. FLSA: Exempt while in the U.S.; Exempt when deployed overseas Bargaining Unit: Yes Selectee may be required to serve a trial/probationary period. Acquisition, Technology & Logistics(AT&L) NON-CAP: This position requires an Acquisition, Technology and Logistics Level II certification in the Production, Quality and Manufacturing Career Field within 24 months, unless a Position Requirements Waiver is approved to extend.
