City of Binghamton Housing Safety Specialist in Binghamton, New York

Housing Safety Specialist -
This individual will serve as the liaison between the community and various City departments in regards to housing concerns. The work is performed under general supervision and direction of the Director and Assistant Director of Planning, Housing & Community Development with leeway allowed for exercise of independent judgment in carrying out details of the work. Works with and assists the Supervisor of Building Inspection and Construction for the enforcement of New York State Code and related municipal codes. Does related work as required.
Develops, markets, and implements community outreach programs; Develops, markets, and implements a housing 9-1-1 call center for tenants; Works closely with Social Services, Building & Code Department, the Vacant Properties Officer, and Zoning Officer on concerns brought to them by community members; Ability to prepare precise and accurate reports on code violations which will be used in legal proceedings against violators; May aid in housing rehabilitation; Attends relevant City Board & Commission meetings and various community meetings; Preforms office duties as assigned.
Ability to operate a personal computer and utilize common office software programs including but not limited to Microsoft Office; Ability to communicate effectively, both orally and in writing; Ability to work with low income families and neighborhoods; Ability to maintain effective working relationships with others; Good judgment, tact, courtesy, and initiative; Good knowledge of the provisions of New York State Code and municipal codes; Working knowledge of life safety, fire safety, and building construction systems and methodologies; Working knowledge in the principles and practices of inspecting properties; Keen observations.
MINIMUM QUALIFICATIONS: High School Diploma or equivalent; and
Graduation from a New York State registered or regionally accredited two year college or university with an Associate's Degree in Public Administration, Social Work, Planning, Construction, or related field with two years' experience of relevant work experience; or
Graduation from a New York State registered or regionally accredited four year college or university, with a Bachelor Degree in Public Administration, Social Work, Planning, Construction, or related field with one year experience of relevant work experience; or
Five years' experience of relevant work experience in social work, planning, construction, or closely related field; or
An equivalent combination of training and experience as defined by the limits of (a) and (b) above.
SPECIAL REQUIREMENT: Must have a valid New York State driver's license at time of appointment and maintain the license during the entire length of appointment.
