Citigroup Regulatory Engagement Director in New York, New York

Description: The Regulatory Engagement Director will report to the OCC/FDIC Regulatory Engagement Lead and be a key member of the Global Regulatory Engagement Team.

The Regulatory Engagement Director will support, and serve as a thought partner and deputy to, the OCC/FDIC Regulatory Engagement Lead, who is responsible for overseeing global regulatory engagement with the OCC/FDIC and developing and implementing the overall regulatory coverage strategy.

Key Responsibilities:

Deputized to serve as the Regulatory Engagement Lead, as needed, including:

  • Developing and implementing a comprehensive strategy for engaging with the OCC, in coordination with the FRB, FDIC, CFPB, and Capital Markets Regulatory Engagement Senior Leads and the broader Global Regulatory Engagement Team in relevant business, functions, and regions, to respond to regulatory requests in a holistic, timely, and accurate way.

  • Establishing and maintaining strong working relationships with the broader Global Regulatory Engagement team and other key stakeholders firm-wide to communicate the OCC’s priorities, and to keep abreast of relevant priorities of other regulatory bodies globally.

  • Maintaining robust, ongoing communication and engagement with OCC regulators and supporting communication of Citi’s regulatory priorities with OCC supervisors, their leadership, and relevant Citi senior leaders.

  • Tracking and leveraging OCC regulatory interactions, industry communications, and rulemaking/guidance developments to identify and anticipate emerging trends in supervisory focus and expectations.

  • Coordinating with Regulatory Exam Management, Regulatory Engagement teams and relevant senior leadership to ensure effective preparation for, and effective coordination and delivery ofOCC exams.

  • Ensuring all OCC regulatory communications, meetings, follow-ups and commitments are centrally documented and acted upon.

  • Supporting timely regulatory responses and remediation efforts, in coordination with the Global Head of Regulatory Response and Oversight.

  • Staying fully abreast of all incoming and outgoing OCC regulatory requests, reports and other correspondence across Citi to ensure a comprehensive understanding of the regulatory dialogue.

  • Providing critical challenge on Citi’s response letters to ensure the letter and spirit of regulatory commitments, expectations, and feedback is addressed.

  • Building a network with external peers to gather and share intelligence on evolving supervisory focus, intent, and expectations.

Qualifications:

  • 15+ years of relevant experience, including banking supervision and regulation experience; experience in a multinational financial services firm, self-regulatory organization, or consulting/legal firm, or combination thereof.

  • Bachelor’s degree required; advanced degree (e.g., MBA, JD) and capital markets expertise a plus.

  • Substantial, broad, and deep experience in regulatory policy, supervision, or relations or in a role requiring deep regulatory understanding.

  • Specific subject matter expertise regarding regulatory disciplines and a strong business understanding of the products and services Citi offers.

  • Broad understanding of relevant banking regulation and supervisory expectations for large complex financial institutions.

  • Track record of managing senior client, stakeholder or regulatory relationships and regulatory remediation programs at peer institutions.

  • Well-developed listening skills and a strong ability to engage at the executive management level by providing proactive support and advice on a variety of regulatory matters.

  • Superior oral and written communication skills, and in particular ability to assess and contribute to the content of large regulatory submissions.

  • Strong interpersonal skills for interfacing with all levels within the organization including senior management, including effective influencing skills, a proactive and 'no surprises' approach in communicating issues/requests.

  • Strong leadership skills with a proven track record in driving positive and sustained change.
