Citigroup Risk Policy Sr Group Manager and GCB Risk Control Architect in New York, New York

The Credit Risk Strategy and Execution team (CRSE) in Global Consumer Independent Risk, provides a global focus for strategy/execution oversight relative to GCB Risk, to ensure compliance with both Citi and Regulatory credit related requirements. Since the announcement of creation of this new function two years ago, we have brought together diverse talent to work closely with both 1st Line of Defense (In-Business) and 2nd Line of Defense (Independent Functions) to ensure progress towards strong risk management and deliver on key priorities to build and scale on digital, and transform processes across credit life cycle using analytics and smart automation.

GCB Risk Control Architect is a senior Director level position, reporting into the Global Head of Credit Risk Strategy and Execution in the Global Consumer Risk Management (GCRM) organization. GCB Risk Control Architect role requires an In-depth understanding of heightened standards and control s focused regulatory requirements, how credit risk processes and policies need to be executed to ensure compliance and provide efficient audit trail and linkage with other risk stripes especially operational risk and regulatory risk. A good understanding of Consumer Credit Execution and oversight, as well as Governance, Risk and Controls is necessary in order to lead and contribute to strong risk management objectives of Consumer Risk Management Function. Excellent communication skills required in order to provide effective challenge internally, often at a senior level and handle external communication with Regulators especially during exams.

Responsibilities:

  • GCB Risk Control Architect, is a director level Risk policy Senior Group Manager position , reporting to Head of Credit Risk Strategy and Execution oversight in Global Consumer Risk Management (GCRM), focused on driving GCB Risk Controls for transformation to target state and delivery of Path to Strong Risk Management objectives.

  • Define and lead Global Consumer Risk Management organization's Governance - Risk - Controls (GRC) design per core requirements defined by OCC heightened standards and Citi's Operational Risk Management policies, and expanded use of GRC for 2nd line governance and controls monitoring per Global Consumer Credit Risk related policies for oversight controls assurance.

  • 2nd line controls Path to strong strategy and design – proactively defining approach and requirements to progress on strong risk management, influencing and driving changes to policies, procedures and practices, and Digital tools; review of relevant policy changes to assess requirements, sufficiency and pre-requisites for controls

  • Review and approve Corrective Action Plans (CAPS) for appropriateness, monitor and validate any CAPS put in place by entity to address concerns resulting from Regulatory, IA, FCR reviews and management self-assessments.

  • Assess the effectiveness of credit risk controls of assigned entities and Propose pragmatic solutions to risk and controls problems

  • Lead and manage quarterly and annual risk assessments for the global consumer risk management function; monthly and ad-hoc independent testing of 2nd line controls

  • Provide Effective Challenge to GCB CRO directs on their 2nd line execution.

  • Continually improve oversight ease and efficiency & timeliness of control monitoring through process & controls re-engineering, digitization and new tools in partnership with policy and process owners, Citi's central controls and consumer risk digitization teams.

  • Monitor control effectiveness of key areas outside GCRM that support consumer risk management including Product Approval, Risk Reporting and Policy Administration

  • Support Citi's Regulatory Initiatives Mapping (RIM) program as Consumer Risk lead.

  • Manage GCB CRSE Council that brings together senior 1st and 2nd line SMEs to drive a global focus on consumer risk oversight framework and policy execution to progress on strong risk management and ensure compliance with both Citi and Regulatory credit related requirements.

  • Role interfaces directly with Internal Audit (IA), Fundamental Credit Review (FCR), Consumer Risk Management Executive Council, Risk Management COO teams, ORM and GRC program office to provide inputs and evidence on control matters.

  • Role will manage 3 direct staff in US and India.

Qualifications:

  • 15+ years financial services experience including detailed credit, regulatory and/or operational risk management experience.

  • GRC design and oversight experience or relevant experience in a similar role. Fully conversant in consumer credit policy matters.

  • Ability to manage large and complex reviews, including the supervision of cross functional & global teams and senior people during reviews

  • Skilled at analyzing root causes of problems and anticipating “horizon” issues

  • Excellent communication and senior management/Board level presentation skills.

  • Bachelor’s/University degree, Master’s degree preferred and managerial experience
