Health Research, Inc. Public Health Representative II in Rochester, New York
A Bachelor's degree in a related field and one year of experience providing direct patient/client services in a health, human service or community-based organization, or institutional setting; OR an Associate's degree in a related field and three years of such experience; OR five years of such experience. A Master's degree in a related field may substitute for one year of experience.
Qualifying experience may include communicable disease, mental health, or alcohol/substance abuse counseling. School health offices are considered an institutional setting and health care providers, such as private physician’s offices are considered health care settings; AND/OR performing oversight activities in a health regulatory organization to determine compliance with appropriate laws, rules or regulations; AND/OR conducting epidemiological research including assisting in data collection, conducting patient interviews, abstracting medical records, participating in study design, and developing questionnaires and/or data analysis; AND/OR performing responsibilities as a registered nurse. Research must have involved the study of the incidence, spread, and/or control of communicable or chronic diseases. Laboratory bench research will not be considered qualifying experience.
A valid driver's license that is in good standing. The incumbent will be required to perform venipuncture or fingerstick screening.
At least two years health-related direct patient/person interaction; at least one year field-based experience in outreach/community; at least one year experience with disease intervention collaboration with community members; at least one year of HIV testing experience; experience and/or knowledge of HIV and Sexually Transmitted Infections; experience working in ethnically and culturally diverse communities; social media networking skills; Spanish fluency (read, write, oral proficiency); and knowledge of public health principles for communicable disease epidemiology.
The Public Health Representative II will work in the Bureau of HIV/STD Field Services and assist in improving health outcomes among individuals with HIV/STDs. Tasks include improving health outcomes among Men who have Sex with Men (MSM) and other network individuals diagnosed with HIV. The incumbent will conduct confidential investigations of persons and their partners as part of their daily work in the field and in the community within their assigned NYS regional area. The incumbent will be required to perform venipuncture or fingerstick, conduct disease screening activities in the field, incorporate evidence-based interventions into face-to-face interactions, contact health care providers to discuss patient care status, link patients newly diagnosed with HIV into care, identify partners and their social networks, complete the required disease investigation forms, enter forms into existing NYSDOH data systems, and other related duties as assigned. The incumbent will also assist in activities related to Out-of-Care efforts and ensuring patients diagnosed with HIV are re-engaged into care.
Expected travel is up to 75%.

Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.
