This role is responsible for leading a team that implements documentation, tools, and processes to ensure alignment and compliance with required government and regulatory standards, as well as internal Company governance, related to employment, tax, controllership and regulatory compliance and other employee-related areas. Interprets internal and external business challenges and recommends best practices to improve products, processes, or services. Utilizes understanding of industry trends to inform decision making process.

Job Description

Essential Responsibilities

  • Monitor compliance with federal, state, and local regulatory requirements. Stay abreast of laws and regulations. Research regulations. Determine gap areas requiring action.

  • Lead and implement regulatory projects and ensure maintenance of regulatory systems requirements

  • Own project governance and operating rhythms; ensure effective communications, reporting and reviews

  • Track and research new regulations being proposed, and when they are enacted including local municipalities, state, and Federal law updates/changes

  • Respond to government investigations and inquiries as key point of contact

  • Design and lead multifaceted educational and training programs focused on elements of the regulatory and compliance mandates

  • Lead functional teams or projects with moderate resource requirements, risk, and/or complexity. Presents business solutions to leaders in functional area.

  • Provide strategic vendor management support and management for People Ops portfolio as well as direct management of key strategic suppliers

Tax & Regulatory Governance:

  • Concerned with legal compliance in Tax, Labor & Employment, Mobility & Immigration, for all relevant employee types (eg: Local EE’s, Termed, Retired, Mobile).

  • Understanding the changing legislative requirements and ensuring the business remains compliant and optimized. Sets policy on taxation of benefit related matters (eg: Travel & Living).

  • Provides guidance to operational team to interpret regulations and design/maintain compliant processes. Oversight of payroll and pay code tax compliance.

  • Sets Tax mobility strategy, including EE matters and company filings.

  • Manages external audits through life cycle up to litigation.

  • Provides support for tax and regulatory matters operational escalations and other (eg: Ombuds).

  • Monitors Data Privacy regulations and provides guidelines on data retention.

  • Partner with L&E team on connected matters.

Specialty Compensation and Benefits :

Concerned with plan design and regulatory compliance of day-to-day administration of long-term liabilities (Pension, Equity, Deferred), and other specialty compensation or benefit plans. Includes special Finance oversight for proper accounting treatment and management of Financial Statement Reporting footnotes, proxy disclosure requirements. Includes design and monitoring of tax reporting obligations into payroll.

Operational Governance and Risk Management :

Concerned with operational policy and design standards and execution of compliant processes.

Includes a W2W operational risk management process with a documented framework. Framework would cover management of process vision controls, customer feedback and vendor engagement.

Would also cover business continuity planning, vendor compliance, process effectiveness and efficiency, and operational SOX compliance.

Ideally, would include routine process review and policy adherence. Engages and is guided by all other governance tenets. Partner with IT in providing a safe IT environment, managing external and internal IT threats, safeguarding database design and data transmission, maintaining secure access controls, vendor IT compliance, SOX IT compliance)

Finance & Treasury Governance:

  • Payroll Related Financial Reporting Framework

  • GAAP/IFRS Accounting Standards for Pay and Benefits

  • Cash Management Design & Security Standards

  • Banking Regulatory Compliance

  • Vets banking partners and manages compliance with local banking regulations.

  • Partners with Operations to manage risk of cash fraud.

Vendor Management

  • Oversee Global HR 3rd party portfolio to optimize relationships, reduce operational risk and improve outsourced value creation

  • Direct vendor management of key strategic People Ops outsourced provider to ensure contract and delivery efficiency and cost optimization

  • Portfolio Governance - create transparency into ‘total cost of ownership’ and rationalize vendor portfolio to reduce volume of vendors and increase leverage with strategic global providers

  • Global Contract Standards - provide standard terms and conditions for contracts

  • Oversee process for measuring and assessing 3rd party risk (information security, business continuity, compliance)

  • Document best practices and minimum standards for managing vendors (Routines, incident management, etc.)

Qualifications/Requirements

  • Minimum 5+ years of experience in direct people leadership.

  • Significant prior professional work experience with demonstrated achievement and leadership in tax, controllership, and regulatory compliance.

  • Travel may be required, as needed, to support the team and customers.

  • Demonstrated experience in making strategic decisions, and effectively interfacing with high-level business and operations leaders

  • Ability to energize and lead and drive change in complex, matrix, goal-driven, team-orientated service organizations

  • Demonstrated experience in assessing and coaching leadership talent and promoting an inclusive/diverse workforce

  • Has the ability to evaluate quality of information received and questions conflicting data for analysis. Uses multiple internal and external resources outside of own function to help arrive at a decision

  • Demonstrated success managing projects and/or implementing process improvement initiatives

  • Strong analytical and clear-thinking skills; ability to identify trends and implement process improvements

  • Comprehensive understanding of and ability to assimilate regulatory and compliance

  • Demonstrated organizational skills, attention to detail, and accuracy

  • Strong verbal and written communication skills – ability to present data in a clear, concise, and articulate manner

  • Proficiency in Microsoft Office Suite (Word, PowerPoint, Excel)
