Full-Time Career Opportunity: Oversee the implementation and ongoing program management of Children’s Health and Behavioral Health Services including: Children and Family Treatment Support Services and Children’s Care Management. Provide administrative oversight of fee for service programming including: direct clinical practice and direct clinical supervision of cases, fidelity of evidence-based interventions. maintenance of billing, relationship with payers (Managed Care), oversight of electronic health records and outcome achievement and the provision of clinical services. Responsible for compliance of Department of Health and Office of Mental Health regulations.


  • Coordinating of training, regulatory practices/expectations and continued compliance with the following state agencies: New York State Department of Health, Office of Mental Health and Children’s Health Home (CHHUNY).

  • Provide administrative oversight of case records including maintaining program compliance to ensure timely completion of required documentation/case plans including maintenance of client electronic health records (EHR) and EHR system.

  • Oversee credentialing and authorization compliance with Managed Care Organizations.

  • Manage workflow and communication between staff providers, Managed Care Organizations and billing specialists.

  • Collaborate in service planning and clinical intervention with the Health Home Care Manager referring Licensed Practitioner of the Healing Arts or other providers assigned to a case.

  • Responsible for hiring staff and providing clinical direction/consultation, support, and training.

  • Compilation of all statistical and evaluation required data and reports for therapeutic teams.

  • Program marketing and referral management.

  • Assist supervisors and/or staff in devising and implementing individual mental health treatment plans and strategies of family system intervention.

  • Participate in formalized evidence-based consultation and training, professional and in-service training sessions, and provide presentations in areas of expertise to program, department, agency and/or community.

  • Provide Direct Clinical Intervention (minimum 5 billable hours per week)

  • Complete credentialing as PCIT Trainer and Consultant

  • Conduct performance monitoring and evaluation of staff members on team.

  • Monitor services provided and conduct CQI activities, assuring team compliance with regulations, procedural guidelines and best practice standards.

  • Monitor revenue and assist Director in developing new budgetary practices to support fee for service structure.

  • Evaluation of achievement of program outcomes, evidence-based model fidelity, and assist in data management as needed.

  • Provide coverage for the other Family Services programs when needed.

  • Fulfill supervisory training requirements as assigned and all other duties as assigned by the Family Services Director.

  • Demonstrate cultural competence, as well as integrate understanding into daily responsibilities and participate in meeting the objectives of The Salvation Army, Syracuse Area Services Strategic Plan.


  • LCSW/MA in clinical field with at least five years previous experience working with youth and families.

  • Trained and certified in and Evidence Based Intervention (FFT, PCIT and/or EMDR)

  • At least three years supervisory experience recommended.

  • Licensed Mental Health Professional, LMFT, LCSW, or LMHC.

  • Strong organizational and time management skills.

  • Excellent communication skills both verbal and written.

  • Proficient in computer software to include Microsoft Office.

  • Excellent engagement skills.

  • Must be culturally competent and able to work with diverse staff and client populations.

  • Must have a valid license that meets The Salvation Army insurance requirements and access to private transportation during work hours.
